[ Anotasi Abstrak ]
The purpose of this research are to know process formation budgeting and problems to face in commitee deceive society and village governance, Bangkalan Residence with unbelievable reformation manajement region of finance. The respondent of this research are employee that direct involved and have experience in formation budgeting. Sample which used formation budgeting is year 2008. Data has gathered by interview and documentation. The result of research are (1) application performance budgeting of commitee deceive society and village governance, Bangkalan Residence has been done. But change which happen just limit of model and technic formation. Employee still hard to think although and not yet understand about performance budgeting and procedure which use in the system, (2) in preparation, explain and formulate budgeting in formation work programme use approximation ”bottom-up budgeting ” is commitmen between leader and executor which start from layer undermost organization in the direction of way hierarchi to higher level, (3) utilization budgeting for the greater part used to improve deceive district society to reach for 52,64 %. Thus to give utilization budgeting more touch to public importance, not only to supply importance the empleoyee, (4) the problem to face are about human resources which involved in formation budgeting, unbelievable procedur the new programme and also capability and system is change.
