Penelitian ini bertujuan untuk mengetahui pengaruh kompetensi sumber daya manusia, komitmen, dan pemanfaatan teknologi informasi terhadap implementasi SAK ETAP pada Perusahaan Daerah Air Minum (PDAM) Se-Madura. Populasi dalam penelitian ini adalah seluruh staff bagian keuangan Perusahaan Daerah Air Minum di Pulau Madura. Sampel yang digunakan dalam penelitian ini yaitu Nonprobability sampling dengan metode sampling jenuh, karena jumlah populasi relatif kecil. Jenis data dalam penelitian ini adalah data primer yang diperoleh dari hasil penyebaran kuesioner, dihitung secara statistik menggunakan skala Likert. Kuesioner dalam penelitian ini merupakan modifikasi dari penelitian Zeranyana (2012), dan Azhar (2007). Penelitian ini menggunakan pendekatan kuantitatif dengan metode uji asumsi klasik, dan uji t (parsial) menggunakan SPSS 16.0 for windows. Hasil dari penelitian ini secara parsial (uji t) menunjukkan bahwa kompetensi sumber daya manusia, komitmen, pemanfaatan teknologi informasi berpengaruh terhadap implementasi SAK ETAP pada PDAM se-Madura dengan tingkat signifikansi < 0,05 yaitu sebesar (0,000), (0,021), (0,020). Sedangkan hasil perhitungan nilai Adjusted R Square adalah sebesar 0,791 atau 79,1%. Nilai ini menunjukkan bahwa 79,1% faktor yang mempengaruhi implementasi SAK ETAP dijelaskan oleh variabel independen dalam penelitian ini, sedangkan sisanya 20,9% dijelaskan oleh faktor lain di luar penelitian.

The purpose of this study was to find out the influence of human resource competence, commitment and utilization of information technology to the SAK ETAP implementation in PDAM Madura. The population of this study was the whole financial staff of PDAM in Madura. Because of the population was relatively small, therefore, the sample used was nonprobability sampling with saturated sampling method. The primary data was obtained by using questionnaire then the data was analyzed statistically by using Likert scale. The questionnaire in this study was a modification from the research conducted by Zeranyana (2012), and Azhar (2007). This study applied quantitative method with classical assumption method and T-test (partial) was conducted by using SPSS 16.0 for Windows. The results of this study showed that the competence of human resources, commitment, utilization of information technology influence the implementation of SAK ETAP in PDAM Madura with a significance level of <0.05 is (0.000), (0.021), (0.020). On the other hand, the Adjusted R Square value is equal to 0.791 or 79.1%. This value indicated that 79.1% of factors that affect the implementation of SAK ETAP was explained by the independent variables in this study, while the remaining of 20.9% factors was explained by the other factors outside of this study.
