Tujuandaripenelitianiniadalahuntukmengetahuibentuk/ pola frauddanuntukmenyusunstrategianti frauddalampengelolaandanpertanggungjawaban program keaksaraanfungsional. Penelitianinimerupakanjenispenelitiankualitatifdeskriptif(meaningfull)denganpendekatanstudikasus.Data yang digunakanmerupakan data primer darihasilwawancaradan data sekunderdaridokumenlembaga.Teknikpengumpulan data menggunakanwawancara, analisisdokumenlembagadanpengamatanlangsung.Hasilwawancaradanobservasimenunjukkanbeberapabentuk/ Polafraud yang terjadipadapengelolaandanpertanggungjawaban program keaksaraanfungsional yaitu. (1) pembuatan proposal sebagai formalitas administrasi (2) pemangkasan waktu pembelajaran (3) pemangkasan uang transport tutor dan warga belajar (4) pemangkasan uang ATK (alat tulis kantor) (5) pertanggungjawaban yang belum dilakukan secara transparan oleh lembaga. Deskripsi Lain
The purpose of this research is to know the fraud of fraud and to arrage anti fraud strategies in the management and accountability of functional literacy programs. This research is a qualitative descriptive research (meaningfull) that using the case study with approaching. The data used are primary data that gained by interview and the secondary data of institution documents. The Data collection techniques used interviews,the institutional document analysis and the direct observation. The results of the interview and observations show that there are froms of fraud that occur in the management and accountability of functional literacy programs, the are : (1) the proposal made as administrative formalities decrement, (2) the decrement of learning time (3) the tutor transporting cost decrement, (4) the financial decrement of stationary suplies, (5) the intransparancy accountability of institition. One of the prevention efforts against fraud in functional literacy programs is to apply anti fraud strategy. KEYWORDS:Fraud, Anti-fraud Strategy, Functional Literacy Program
