Penelitian ini bertujuan untuk melakukan Investigasi Penerapan Sasaran Kerja PNS (SKP) Tenaga Kependidikan (Tendik) yang dilakukan di Universitas Trunojoyo Madura (UTM) dengan menggali lebih dalam persepsi dan opini tentang sejauh mana pemahaman terhadap proses pembuatan SKP yang baik dan benar sesuai peraturan atau petunjuk teknis yang berlaku. Metode penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data menggunakan metode wawancara mendalam dan kuesioner kepada 6 orang informan yanga terdiri dari 1 orang Kepala Biro Umum dan Keuangan, 1 orang Kepala Bagian Keuangan dan Kepegawaian, 3 orang Kepala Subbagian dan 1 orang Fungsional Umum. Hasil dari penelitian ini adalah pemahaman Tendik terhadap penerapan SKP di UTM masih kurang karena pada umumnya masih banyak Tendik yang belum bisa membuat SKP dengan baik dan benar, hal ini dikarenakan belum adanya petunjuk teknis khusus dalam pengisian SKP dan sebagian besar Tendik belum pernah mengisi SKP sendiri tetapi dibuatkan oleh Tendik yang lain, mengalami kesulitan pada saat melakukan pembuatan SKP yang disebabkan oleh adanya keseragaman bahasa dalam Tupoksi, belum terbiasa membuat program kerja yang sesuai dengan tupoksi, belum pernah mengikuti sosialisasi tentang tata cara pembuatan SKP yang benar, kesulitan dalam menentukan target, takut target tidak tercapai, menyesuaikan output atasan dan bawahan memerlukan komunikasi yang intensif dan banyaknya adendum/perubahan setelah berjalan jika SKP didasarkan pada perkiraan. Pelaksanaan sosialisasi tentang SKP di UTM masih belum optimal dan merata ke seluruh jenjang Tendik karena peserta yang diikutkan di acara sosialisasi tersebut hanyalah pimpinan yaitu Kasubbag ke atas. Agar pemahaman dan pembuatan SKP secara mandiri dengan benar dapat terwujud maka seluruh jenjang Tendik perlu mengikuti sosialisasi SKP, membaca petunjuk tata cara pengisian SKP, mengetahui dan memahami tupoksi masing-masing pegawai, terbiasa membuat rencana kerja tahunan berdasarkan tupoksinya, penerapan langsung tentang cara pengisian SKP yang benar, mengerjakan pembuatan SKP sendiri sesuai dengan tugasnya dan memahami uraian tugas dalam 1 tahun serta mempertimbangkan jumlah output atau target kuantitas tahun-tahun sebelumnya. This study aims to investigate the Implementation of Employee Work Objectives of Civil Servants (SKP) Education Personnel conducted at the University of Trunojoyo Madura (UTM) by digging deeper perceptions and opinions about the extent to which the understanding of the process of making a good Employee Work Objectives (SKP) according to regulations or technical guidelines Apply. This research method using qualitative approach with data collecting technique using in-depth interviews and questionnaires to 6 informants consisting of 1 Head of Public and Financial Bureau, 1 Head of Finance and Personnel, 3 Head of Subdivision and 1 General Functional. The result of this research is the education personnel understanding on the implementation of SKP at Trunojoyo Madura University is still less because in general there are still many education personnel who still can not make SKP properly and correctly, This is because there is no specific technical guidance in charging SKP and most education personnel have never filled their own SKP but made by other education personnel. Experiencing difficulties or constraints when making SKP caused by uniform language in Tasks, Principles and Functions, not yet accustomed to make work program in accordance with Tasks, Principles and Functions, never follow socialization about the procedure of making correct SKP, difficulty in determining target, fear target not is achieved, adjusting the output of superiors and subordinates requires intensive communication and the number of addendum / change after running if SKP is based on estimates. Implementation of socialization about SKP at Trunojoyo University of Madura is still not optimal and evenly distributed to all levels of education personnel because the participants who were included in the socialization event is only the leader that is KaSubbag up. In order to understand and make the SKP independently correctly can be realized then all levels of education personnel need to follow the socialization of SKP, read instructions on how to fill SKP, know and understand the Tasks, Principles and Functions each education personnel, used to create annual work plans based on their Tasks, Principles and Functions, direct application of how to fill SKP correct, do the making of the SKP itself in accordance with the task and understand the description of the task in 1 year and consider the amount of output or target quantity in previous years.
