Tujuan penelitian ini yaitu untuk memberikan gambaran tentang persyaratan yang dibutuhkan satuan kerja instansi pemerintah (BTH) untuk menjadi Badan Layanan Umum. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus tipe deskriptif komparasi. Penelitian ini berlokasi di BTH BPPT Surabaya. Pemilihan BTH BPPT sebagai obyek penelitian karena BTH sebagai satuan kerja PNBP memiliki peluang untuk diusulkan menjadi BLU. Pengumpulan data menggunakan metode observasi, wawancara, diskusi dan dokumentasi. Penelitian ini membahas tentang kesiapan dari sisi aspek substantif, aspek teknis, aspek administratif, pemetaan dengan analisis SWOT, upaya strategi merealisasikan BLU dan langkah-langkah menjadi BLU. Upaya strategi menjadi BLU meliputi mengatasi keterlambatan waktu penyelesaian pelayanan jasa teknologi, mengatasi masalah peralatan dan mesin yang usang, mengatasi reputasi dan jaringan bisnis internasional yang lemah, mengatasi budaya kerja dan sense of bussiness ang belum berkembang dan mengatasi proses regenerasi SDM yang kurang mendukung. Langkah-langkah menjadi BLU meliputi langkah jangka pendek dan jangka panjang. Langkah jangka pendek seperti pembentukan tim taskforce BLU, FGD dan Studi banding sedangkan langkah jangka panjang meliputi pengembangan sumberdaya manusia, revitalisasi peralatan dan mesin, sinergi dengan lembaga lain, diversifikasi layanan jasa, pameran dan peningkatan kerjasama dalam dan luar negeri. Hasil penelitian menunjukkan bahwa dari aspek substantif dan teknis BTH layak diusulkan menjadi BLU, tetapi dari aspek administrasi terutama terkait besaran pendapatan PNBP, BTH belum layak untuk diusulkan menjadi BLU. The purpose of this study is to provide an overview of the requirements required by government agency work units (BTH) to become a Public Service Agency. This study uses a qualitative approach with a comparative descriptive type case study method. This research is located in BTH BPPT Surabaya. The selection of BTH BPPT as the object of research because BTH as a PNBP work unit has the opportunity to be proposed as BLU. Data collection uses observation, interview, discussion and documentation methods. This study discusses the readiness in terms of substantive aspects, technical aspects, administrative aspects, mapping with SWOT analysis, efforts to realize BLU and steps to become BLU. Efforts to become a BLU strategy include overcoming delays in the completion of technology services, overcoming the problem of old equipment and machinery, overcoming the reputation and weak international business networks, overcoming work culture and an undeveloped sense of business and overcoming the unsupportive HR regeneration process. Steps to becoming BLU include short-term and long-term steps. Short-term measures such as the formation of BLU taskforce teams, FGD and comparative studies while long-term measures include human resource development, revitalization of equipment and machinery, synergies with other institutions, diversification of services, exhibitions and enhancement of domestic and foreign cooperation. The results of the study show that from the substantive and technical aspects of BTH it is feasible to be proposed to become a BLU, but from the administrative aspect, especially related to the amount of PNBP revenue, BTH is not feasible to be proposed as BLU.
