Kabupaten Lamongan merupakan salah satu kabupaten yang ada di Provinsi Jawa Timur yang memiliki potensi sektor perikanan yang cukup besar karena pemerintah Provinsi Jawa Timur telah menetapkan wilayah utara Kabupaten Lamongan sebagai kawasan ekonomi khusus yang berfokus pada sektor industri maritime dengan penyediaan lahan sekitar 200 Ha. Akan tetapi nilai produksi perikanan Kabupaten Lamongan sangat tertinggal jauh dengan produksi dari sektor lainnya. Untuk itu maka peneliti perlu mengetahui yang menjadi sektor basis atau sektor unggulan khususnya dalam subsektor perikanan tangkap laut. Selain itu peneliti juga harus melakukan identifikasi apakah sektor perikanan tersebut memiliki daya saing yang kompetitif, mempunyai kinerja pertumbuhan yang baik. Analisis data yang digunakan dalam penelitian ini adalah deskriptif kuantitatif dengan metode yang digunakan untuk menjawab permasalahan yang telah ditetapkan adalah Analisis Localization Index (LI) dan Analisis Specialization Index (SI) untuk mengetahui apakah terjadi fokus unggulan dan juga aktivitas khas dalam sektor perikanan. Hasilnya menunjukkan di Kabupaten Lamongan sektor perikanan belum menjadi fokus unggulan dan tidak memiliki aktivitas khas. Analisis Location Quotient (LQ) untuk mengidentifikasi basis ekonomi (sektor basis) pada subsektor perikanan tangkap laut. Menghasilkan bahwa jenis ikan kakap merah, cumi-cumi, dan swanggi menjadi sektor basis secara 5 tahun. Data Envelopment Analysis (DEA) untuk mengukur efisiensi perikanan tangkap laut Kabupaten Lamongan dibandingkan dengan Kabupaten/Kota di Jawa Timur sebagai DMUnya. Dari hasil pengukuran didapatkan bahwa tingkat efisiensi perikanan tangkap laut di Kabupaten Lamongan terjadi pada tahun 2015 dan 2016.

Lamongan Regency is one of the regencies in East Java Province that has considerable fisheries sector potential because the East Java Provincial Government has designated the northern region of Lamongan Regency as a special economic zone focusing on the maritime industry sector with a land supply of around 200 Ha. However, the value of Lamongan Regency's fisheries production is lagging far behind that of other sectors. For this reason, researchers need to know which sectors are the base or leading sectors, especially in the marine capture fisheries subsector. In addition, researchers must also identify whether the fisheries sector has competitive competitiveness, has good growth performance. Analysis of the data used in this research is quantitative descriptive with the method used to answer the predetermined problems is Localization Index Analysis (LI) and Specialization Index Analysis (SI) to find out whether there is a superior focus and also typical activities in the fisheries sector. The results show that in Lamongan District the fisheries sector has not become te main focus and does not ave specific activities. Location Quotient Analysis (LQ) to identify the economic base (base sector) in the marine capture fisheries subsector. Produce that the type of kakap merah, squid, and swanggi become the base sector for 5 years. Data Envelopment Analysis (DEA) to measure the efficiency of marine fisheries in Lamongan Regency compared to the Regency / City in East Java as its DMU. from the measurement results it was found that the level of efficiency of marine capture fisheries in Lamongan Regency occurred in 2015 and 2016.
