This study aims to reveal the role of the distribution of productive zakat in reducing poverty or changing the status of mustahik to muzakki zakat. This study used a qualitative method approach, the choice of a qualitative approach is considered to be used to reveal the reality that is not only limited to results, but to reveal a meaning of an action. The findings in this study include: 1) Background of the distribution of productive zakat based on capital loans without collateral and interest including: First, the presence of amil zakat baznas institutions in Bangkalan Regency has a vision and mission to empower poor people with and charity. Second, the productive zakat program is based on the proposition of both the Qur'an and the Hadith in its implementation. 2) Informants feel greatly helped by the existence of a productive zakat program especially to businesses, including: First, productive zakat can reduce poverty by absorbing the potential of the labor. Second, productive Zakat can be an alternative capital loan in addition to other financial institutions. Third, turn on or even start a business by utilizing productive zakat. 3) Understanding the productive zakat program against poverty can be realized in several achievements, including: First, the transformation of mustahik status into muzakki. Second, the motivation of the zakat mustahik to develop a business due to a sense of responsibility towards zakat funds.
