Abstrak Skripsi dengan judul “Respon Umkm Produk makanan terhadap Implementasi Undang-Undang Nomor 33 Tahun 2014 tentang Jaminan Produk Halal di Kabupaten Pamekasan” ini, dilatarbelakangi banyaknya Usaha Mikro Kecil dan Menengah (UMKM) di Pamekasan, khususnya produk makanan. Seiring dengan pertumbuhan tersebut tidak lepas dari pentingnya jaminan keamanan pangan dari produk tersebut yaitu melalui sertifikasi halal. Undang-Undang Nomor 33 tahun 2014 tentang Jaminan Produk Halal merupakan sebuah kepastian hukum yang di keluarkan pemerintah tentang produk halal di Indonesia. Dengan Undang-Undang tersebut, produk yang beredar di Indonesia harus memiliki sertifikasi halal. Setelah 6 (enam) tahun Undang-Undang ini disahkan, respon dan ketaatan UMKM terhadap sertifikasi halal masih diragukan, sedangkan kewajiban halal dan sanksi sudah berlaku sejak tahun 2019. Apalagi dengan adanya Undang-Undang Nomor 11 Tahun 2020 yang mempertegas Undang-undang sebelumya yaitu, terkait mempercepat proses dan memberikan biaya gratis bagi usaha kecil mikro. Tujuan penelitian ini untuk mengetahui bagaimana Respon Umkm Produk Makanan terhadap Implementasi Undang-Undang Nomor 33 Tahun 2014 tentang Jaminan Produk Halal di Kabupaten Pamekasan. Penelitian ini di harapkan mampu memberikan edukasi serta solusi alternatif terhadap permasalahan yang dihadapi yaitu mengenai sertifikasi halal, serta menjadi masukan bagi pemerintah agar peraturan yang sudah ada bisa berjalan sebagaimana mestinya. Metode Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan teknik penelitian lapangan (field research). Dengan Lokasi penelitian dibeberapa Usaha Mikro Kecil dan Menengah (UMKM) Produk Makanan di Pamekasan, dan (Disperindag) Kabupaten Pamekasan. Sumber data penelitian ini terdiri dari person, place, paper. Prosedur pengumpulan data pada penelitian ini dengan menggunakan metode wawancara, observasi, dan dokumentasi. Analisis data menggunakan analisis data kualitatif, dianalisis secara deskriptif analitis, yaitu dengan digambarkan secara terperinci baru dilakukan analisa dan di ambil kesimpulan, dan peneliti menuliskan kesimpulan dari analisis permasalahan yang diteliti secara induktif. Hasil penelitian ini menyimpulkan respon pelaku Usaha Mikro Kecil dan Menengah (UMKM) Produk Makanan di Kabupaten Pamekasan terhadap Undang-Undang Nomor 33 Tahun 2014 tentang Jaminan Produk Halal Jo Undang-Undang Nomor 11 Tahun 2020 Tentang Cipta Kerja memiliki respon positif, namun pemahaman UMKM produk makanan berbeda-beda dan relatif belum memahami secara menyeluruh, serta pemahaman Undang-Undang nomor 11 Tahun 2020 masih belum banyak yang paham dan mengerti terkait hal itu. Ketaatan Pelaku (UMKM) Produk Makanan di Kabupaten Pamekasan mengenai implementasi Undang-Undang Nomor 33 tahun 2014 jaminan produk halal belum menyeluruh di Kabupaten Pamekasan. Serta program sertifikasi halal gratis tidak hanya ada pada Dinas Perindustrian dan perdagangan, namun Dinas Koprasi dan UMKM, Dinas Perikanan juga menyediakan fasilitasi gratis mengenai sertifikasi halal. Abstract The thesis entitled "The response of MSMEs for food products to the Implementation of Law Number 33 of 2014 concerning Halal Product Guarantee in Pamekasan Regency", is motivated by the large number of Micro, Small and Medium Enterprises (MSMEs) in Pamekasan, especially food products. This growth cannot be separated from the importance of guarantees food safety of the product, namely halal certification. The Law Number 33 of 2014 concerning Halal Product Guarantee is a legal certainty issued by the government regarding halal products in Indonesia. In line with this law, products circulating in Indonesia must have halal certification. After 6 (six) years of this Law being ratified, the response and adherence of MSMEs to halal certification is still in doubt, while halal obligations and sanctions have been applied since 2019. Moreover, with the existence of Law Number 11 of 2020 which emphasizes the previous Law related to speeding up the process and providing free fees for MSMEs. The purpose of this study is to find out how the response of MSMEs for Food Products to the Implementation of Law Number 33 of 2014 concerning Halal Product Guarantee in Pamekasan Regency. This research is expected to be able to provide education and alternative solutions to the problems faced regarding halal certification, and also being suggestion for the government so the existing regulations can run as well as they should. The method of this research used qualitative approach by using field research techniques. The research took place in several Micro, Small and Medium Enterprises (MSMEs) of Food Products in Pamekasan, and (Disperindag) of Pamekasan Regency. The data sources of this research consisted of person, place, and paper. The data collection procedure in this research used the methods of interview, observation, and documentation. Data analysis used qualitative data analysis, analyzed descriptively analytically, by describing in detail so the analysis was carried out and conclusions were drawn, and the researcher wrote the conclusions from the analysis of the problems studied inductively. The results of this study concluded that the response of Micro, Small and Medium Enterprises (MSMEs) of Food Products doers in Pamekasan Regency towards the Law Number 33 of 2014 concerning Halal Product Guarantee in conjunction with the Law Number 11 of 2020 concerning Job Creation have a positive response, but the understanding of MSMEs in food products was different and relatively not fully understand and there was still no understanding about Law number 11 of 2020 regarding this matter. The adherence of Food Product doers (MSMEs) in Pamekasan Regency regarding the implementation of Law Number 33 of 2014 concerning halal products guarantee was still not comprehensive in Pamekasan Regency. Also, the free halal certification program does not only exist at the the Department of Industry and Commerce, but also the Department of Cooperative and MSMEs, the Department of Fishery also provided free facilitation regarding halal certification.
