Laporan Akhir yang berjudul kebijakan Universitas Trunojoyo Madura Tentang Pembentukan Halal Center UTM Sebagai Kontribusi Terhadap Masyarakat Ditinjau Dari Prespektif Maslahah ini menjawab pertanyaan bagaimana pembentukan Halal center yang ada di Universitas Trunojoyo Madura Sebagai Kontribusi Terhadap Masyarakat yang ada di Pulau Madura. Penelitian ini menggunakan penelitian kualitatif dan jenis penelitian ini ,menggunakan analisis dengan pendekatan induktif. Dimana pada proses ini memanfaatkan landasan teori agar fokus riset bisa serasi dengan kenyataan yang ada di lapangan. Tidak hanya itu saja landasan teori pun bermanfaat untuk memberikan gambaran secara global mengenai latar belakang riset. Penelitian kualitatif ini berfokus terhadap makna, definisi terhadap situasi dan juga penalaran. Dengan tujuan utama penelitian kualitatif untuk mengembangkan pemahaman, dan juga konsep. Teknik analisis data ini juga menggunakan metode triangulasi kemudian secara bersamaan dengan metode pengumpulan data yaitu dengan melakukan observasi, wawancara dan juga dokumentasi. Hasil dari penelitian ini menyimpulkan bahwa adanya pembentukan halal center Rektor Universitas Trunojoyo Madura telah mengeluarkan Surat Putusan Nomor 126/UN46/2019 tentang Pengelolaan Halal Center Universitas Trunojoyo Madura Menetapkan Putusan Rektor universitas Trunojoyo Madura Tentang Pengelolaan Halal Center UTM. Halal center sudah masuk salah satu dari 60 binaan Kementerian Agama. Sertifikasi halal di halal center UTM masih belum dilakukan, halal center UTM sudah melakukan kontribusi kepada masyarakat melalui sosialisasi, edukasi, pengabdian dan juga pendampingan di desa binaan dan juga melakukanan sosialisasi dan edukasi kepada UMKM di pantai lon malang, pihak pengelolah menyambut baik dengan diadakannya sosialisasi dan edukasi mengenai produk halal, Dari segi kekuatan sebagai hujjah dalam menetapkan hukum, kebijakan rektor termasuk ke Maslahah tahsiniyyah yakni maslahah yang kebutuhan hidup manusia kepadanya tidak sampai tingkat dharuriyah, juga tidak sampai tingkat hujjiyyah tetapi kebutuhan tersebut diperlukan dalam rangka untuk memberikan kesempurnaan dan keindahan bagi hidup manusia, dimana kebijakan rektor ini merupakan salah satu kebutuhan untuk terpenuhinya Pendirian dan pengembangan Halal Center agar bisa melakukan sertifikasi halal dimana adanya kehalalan suatu makanan, barang maupun jasa dibutuhkan untuk umat islam

This final report entitled Trunojoyo University Madura Policy Concerning the Establishment of the UTM Halal Center a Contribution to Society From the perspective of Maslahah answers the question of how the establishment of a Halal center at Trunojoyo University Madura a contribution to the community on the island of Madura. This research uses qualitative research and this type of research uses analysis with an inductive approach. Where in this process utilizes the theoretical basis so that the research focus can be in line with the reality on the ground. Not only that, the theoretical basis is also useful for providing a global overview of the research background. This qualitative research focuses on meaning, definition of the situation and also reasoning. With the main objective of qualitative research to develop understanding, well concepts. This data analysis technique also uses the trigulation method then simultaneously with the data collection method, namely by conducting observations, interviews and also documentation. The results of this study conclude that with the establishment of a halal center, the Chancellor of Trunojoyo Madura University has issued a Decision Letter Number 126/UN46/2019 regarding the Management of the Trunojoyo Madura University Halal Center. The Halal Center has been included in one of the 60 Ministry of Religions targets. Halal certification at the UTM halal center has not yet been carried out, the UTM halal center has made a contribution to the community through socialization, education, service and also assistance in the target villages and also conducts socialization and education to MSMEs at Lon Malang beach, the management welcomes the socialization and education regarding halal products. In terms of strength a proof in establishing the law, the rectors policy includes Maslahah tahsiniyyah, namely maslahah whose needs for human life are not up to the level of dharuriyah, to the level of hujjiyyah but these needs are needed in order to provide perfection and beauty for human life, where the rectors policy is one of the needs to fulfill the establishment and development of a Halal Center in order to be able to carry out halal certification where the existence of halal food, goods and services is needed for Muslims
