ABSTRAK Prostitusi merupakan suatu kegiatan komersil dari hubungan seks antara laki-laki dengan perempuan dimana terdapat seseorang yang menghubungkan antara laki-laki yang mencari kepuasan seks dengan wanita yang menjajakan seks demi memperoleh imbalan dari jasa seks yang diberikannya. Prostitusi di lokalisasi Wonokromo pada tahun lalu, menimbulkan keresahan terhadap masyarakat sekitar, merespon hal tersebut pemerintah kota Surabaya melakukan berbagai upaya untuk penegakan hukum pidana terhadap pelaku prostitusi di kota Surabaya, salah satunya adalah memberikan sanksi pidana dalam pasal 46 ayat (1) peraturan daerah kota Surabaya nomor 2 tahun 2020. Penelitian ini menggunakan jenis penelitian sosio legal research dengan mengkaji dan menganalisis hukum sebagai gejala sosial di masyarakat yang memberi keadilan dari perkembangan fakta-fakta sosial di masyarakat. Sedangkan teknik pengumpulan bahan hukum primer, bahan hukum sekunder. Hasil dari penelitian ini menunjukkan bahwa, Pemerintah dan aparat penegak hukum telah memberikan berbagai upaya untuk meminimalisir kasus prostitusi di Surabaya kususnya daearah Wonokromo, namun dalam penegakan hukum pidana dalam pasal 46 ayat (1) peraturan daerah kota Surabaya tidak membuat dampak efek jera bagi pelaku prostitusi karena dalam praktiknya hanya di beri teguran atau sosialisai saja sehingga permasalahan ini terus terjadi. Hambatan yang terjadi menurut aparat penegak hukum yaitu karena faktor ekonomi itu sendiri sehingga pelaku prostitusi ini akan terus melakukan tindakan yang sudah dilarang dan tertulis dalam peraturan daerah kota Surabaya nomor 2 tahun 2020.
