Tujuan dari penelitian ini adalah untuk mengidentifikasi permasalahan fleksibilitas pendapatan dan permasalahan tentang potensi fraud sebelum penerapan sitem informasi yang dalam penerapan BLUD puskesmas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus ekplanatori pada unit Puskesmas BLUD Kabupaten Sumenep. Hasil penelitian ini menunjukkan bahwa terdapat beberapa permasalahan dalam penerapan BLUD Puskesmas dimana Belum Optimalnya Setoran Pendapatan yang diterima oleh Puskesmas penerimaan uang tunai pasien datang yang langsung membayar dengan pencatatan manual, Sistem setoran yang belum satu pintu dan sistem pengendalian internal Puskesmas belum dibentuk terbukti dari temuan audit laporan keuangan Puskesmas di intrruksikan untuk membentuk Sistem Pengendalian Internal (SPI). selanjutnya sistem informasi yang ada di Puskesmas, meskipun sudah terkomputerisasi, namun masih mengalami beberapa masalah yang menyebabkan kurangnya komunikasi dan integrasi informasi yang optimal pada penggunaannya dan yang terakhir terapat mal prosedur yang dilakukan oleh seorang bendahara pada proses pengadaan barang tidak sesuai dengan kebutuhan yang diperlukan puskesmas.rnKata Kunci : Fleksibilitas Pendapatan, Potensi Fraud, Sitem Informasi.

The purpose of this study was to identify the problems of income flexibility and problems about potential fraud before the implementation of the information system in the application of BLUD health centers. This study uses a qualitative approach with an explanatory case study method at the BLUD Health Center unit in Sumenep Regency. The results of this study indicate that there are several problems in the implementation of BLUD Health Centers where the Income Deposits received by the Health Center are not yet optimal, cash receipts from patients who come and pay directly with manual recording, the deposit system is not yet a single door and the Health Center's internal control system has not been formed evidenced by the findings of the Health Center's financial report audit, which was instructed to form an Internal Control System (SPI). Furthermore, the information system in the Health Center, although it has been computerized, still experiences several problems that cause a lack of communication and optimal integration of information in its use and finally there is a malprocedure carried out by a treasurer in the procurement process of goods that are not in accordance with the needs required by the health center.rnKeywords: Income Flexibility, Fraud Potential, Information System.
