Bangkalan merupakan kota yang mayoritas masyarakatnya beragama Islam, namun pada Rumah Potong Hewan yang ada belum melakukan sertifikasi halal. Oleh karena itu, urgensi dalam penelitian ini memberikan masukan terkait pemenuhan kewajiban dalam Peraturan Pemerintah Nomor 39 Tahun 2021 Tentang Penyelenggaraan Bidang Jaminan Produk Halal. Penelitian ini dilakukan dengan metode penelitian yuridis empiris dan menggunakan pendekatan fakta serta pendekatan perundang-undangan. Hasil penelitian ini menunjukkan, bahwa Rumah Potong Hewan Bangkalan memiliki beberapa ketidaksesuaian untuk memenuhi pendaftaran sertifikasi halal pada Rumah Potong Hewan. Dinas Peternakan Kabupaten Bangkalan telah melakukan pendaftaran sertifikasi halal Rumah Potong Hewan Bangkalan, akan tetapi Rumah Potong Hewan Bangakalan belum memenuhi persyaratan ketersediaan Sumber Daya Manusia yakni Juru Sembelih Halal serta belum memenuhi Sistem Jaminan Produk Halal sesuai dengan ketentuan peraturan perundang-undangan. Kendala pelaksanaan sertifikasi halal juru sembelih RPH Bangkalan disebabkan oleh kesadaran diri juru sembelih dan kepedulian pemerintah atas pentingnya sertifikasi halal. Sertifikasi halal ini dilakukan dengan tujuan untuk memenuhi kebutuhan daging halal sebagai syarat sertifikasi halal jalur self declare bagi usaha mikro kecil (UMK) dapat terpenuhi.

Bangkalan is a city where the majority of the people are Muslim, but the existing slaughterhouses have not yet carried out halal certification. Therefore, the urgency in this study is to provide input regarding the fulfillment of obligations in Government Regulation Number 39 of 2021 concerning the Implementation of the Halal Product Guarantee Field. This research was conducted using an empirical juridical research method and using a factual approach and an invitation approach. The results of this study indicate that the Bangkalan Slaughterhouse has several discrepancies to fulfill the registration of halal certification in slaughterhouses. The Bangkalan District Livestock Service Office has registered the halal certification of the Bangkalan Slaughterhouse, but the Bangakalan Slaughterhouse has not fulfilled the requirements for the availability of Human Resources, namely the Halal Slaughterhouse and has not fulfilled the Halal Product Guarantee System in accordance with the provisions of the laws and regulations. Obstacles to the implementation of halal certification of slaughterhouse butchers Bangkalan caused by self-awareness of slaughtermen and government concern for the importance of halal certification. This halal certification is carried out with the aim of meeting the need for halal meat a requirement for self-declare halal certification for micro and small businesses (MSEs) can be fulfilled.
