Penelitian ini membahas kedudukan ganda Gubernur dalam sistem pemerintahan Indonesia, yakni sebagai kepala daerah otonom sekaligus sebagai wakil pemerintah pusat. Dualitas kedudukan ini melahirkan kompleksitas hukum dan administratif yang berdampak pada efektivitas tata kelola pemerintahan serta akuntabilitas publik khusus nya dalam pelaksanaan tugas pembantuan dan pertanggungjawabannya. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan peraturan perundang-undangan, doktrinal, dan teori-teori ketatanegaraan serta administrasi publik. Sumber data berasal dari bahan hukum primer dan sekunder yang dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa ketidaksinkronan antara ketentuan Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah No. 19 Tahun 2022 memperbesar potensi konflik peran, beban administratif, dan fragmentasi akuntabilitas. Secara teoritik, posisi Gubernur mencerminkan ketegangan antara prinsip demokrasi elektoral dan struktur hierarkis negara kesatuan. Oleh karena itu, diperlukan reformulasi peran hukum Gubernur serta penyederhanaan mekanisme pelaporan tugas pembantuan guna mewujudkan pemerintahan daerah yang efektif, efisien, dan akuntabel dalam kerangka Negara Kesatuan Republik Indonesia.

This study examines the dual role of the Governor in the Indonesian government system, namely head of an autonomous region and a representative of the central government. This duality creates legal and administrative complexities that impact the effectiveness of governance and public accountability, particularly in the implementation of assistance and accountability tasks. The research adopts a normative juridical method using statutory, doctrinal, and theoretical approaches from constitutional and public administration perspectives. The data sources consist of primary and secondary legal materials, analyzed qualitatively. The findings indicate that the inconsistency between the Regional Government Law and Government Regulation No. 19 of 2022 exacerbates role conflicts, administrative burdens, and accountability fragmentation. Theoretically, the Governor’s position illustrates the tension between electoral democratic principles and the hierarchical structure of a unitary state. Therefore, a reformulation of the Governor’s legal role and simplification of the delegated task reporting mechanism are necessary to establish effective, efficient, and accountable local governance within the framework of the Unitary State of the Republic of Indonesia.
