Penelitian ini membahas fenomena peredaran rokok ilegal di Kabupaten Pamekasan. Fokus utama penelitian ini adalah mengungkap secara mendalam praktik produksi, distribusi, struktur pasar, dan eksternalitas dari peredaran rokok ilegal yang selama ini berlangsung secara tertutup, tersembunyi dan sistematis di pasar gelap. Penelitian ini menggunakan pendekatan kualitatif jenis fenomenologi deskriptif. Hasil penelitian menunjukkan bahwa Kecamatan Kadur dan Kecamatan Larangan merupakan dua wilayah sentral dalam aktivitas produksi rokok illegal di Kabupaten Pamekasan. Temuan lapangan mengungkap adanya realitas ganda, di mana pabrik resmi tidak hanya memproduksi rokok legal, tetapi juga memproduksi rokok ilegal secara terselubung. Selain itu, terdapat pula produsen skala rumahan yang aktif memproduksi rokok ilegal dalam skala kecil dengan memanfaatkan jaringan distribusi. Fenomena peredaran rokok ilegal di wilayah ini berbentuk struktur pasar monopoli, meskipun banyak yang memproduksi rokok ilegal, namun hanya segelintir aktor yang memiliki kendali atas jalur distribusi dan pembentukan harga di pasar gelap. Dari rantai distribusi yang terbentuk, distributor menjadi pihak yang paling banyak memperoleh insentif dan keuntungan ekonomi. Penelitian ini menunjukkan bahwa peredaran rokok ilegal di Pamekasan merupakan praktik ekonomi gelap yang melibatkan berbagai aktor dengan peran yang saling berkaitan dan tertutup dari pantauan hukum.

This study explores the phenomenon of illegal cigarette circulation in Pamekasan Regency. The primary focus is to uncover the practices of production, distribution, market structure, and externalities associated with illegal cigarettes, which have long been conducted secretly and systematically within the black market. Employing a qualitative approach with a descriptive phenomenological method, the research reveals that Kadur and Larangan Districts serve central hubs for illegal cigarette production in the region. Field findings expose a dual reality: official factories not only produce legal cigarettes but also covertly manufacture illegal ones. Additionally, small-scale home-based producers actively participate in illegal production by leveraging distribution networks. The circulation of illegal cigarettes in the area exhibits characteristics of a monopolistic market structure. Despite the high number of producers, only a few key actors control the distribution channels and price formation within the black market. Among the distribution chain, distributors are the ones who reap the most economic benefits and incentives. The study concludes that the circulation of illegal cigarettes in Pamekasan constitutes a shadow economic activity involving various actors whose roles are interlinked and concealed from legal oversight.
