ABSTRAKrnPenelitian ini bertujuan untuk menganalisis implementasi kebijakan pengelolaan zakat, infaq, dan shadaqah (ZIS) berbasis pelayanan pemberdayaan sosial ekonomi pada Lembaga Amil Zakat, Infaq, dan Shadaqah Muhammadiyah (LAZISMU) Kabupaten Pamekasan. Lembaga ini memiliki peran strategis sebagai agen perubahan sosial melalui pengelolaan dana filantropi Islam yang diarahkan pada pemberdayaan masyarakat serta peningkatan kesejahteraan mustahik secara berkelanjutan. Pendekatan yang dikembangkan tidak hanya bersifat karitatif, tetapi berorientasi pada filantropi produktif melalui program pendidikan, sosial, ekonomi, dan dakwah. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Data primer diperoleh dari informan yang terdiri atas pengurus, pengawas, manajemen eksekutif, mitra program, serta penerima manfaat, sedangkan data sekunder diperoleh dari dokumen resmi dan literatur yang relevan. Penentuan informan menggunakan teknik purposive sampling berdasarkan keterlibatan langsung dalam kegiatan pengelolaan ZIS.rnHasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan ZIS berbasis pelayanan pemberdayaan sosial ekonomi dilakukan melalui integrasi prinsip filantropi Al-Islam dengan strategi pemberdayaan masyarakat melalui pilar pendidikan, dakwah, sosial, dan ekonomi. Model implementasi kebijakan meliputi model regulatif, advokatif, dan kolaboratif yang dijalankan secara sinergis. Pelayanan pendampingan pemberdayaan sosial ekonomi ditunjukkan melalui aspek sinergisitas, responsivitas, reliabilitas, profesionalitas, integritas, intensitas, dan akuntabilitas program. Keberhasilan implementasi kebijakan ditandai dengan kesesuaian program terhadap kebutuhan mustahik, ketepatan sasaran, keragaman program, kemanfaatan, serta keberlanjutan program pemberdayaan. Program-program tersebut mendorong perubahan dari pola bantuan konsumtif menuju pemberdayaan produktif sehingga mustahik dapat meningkat kemandiriannya dan berpotensi menjadi muzakki. Kesimpulan penelitian ini menunjukkan bahwa implementasi kebijakan pengelolaan ZIS berbasis pelayanan pemberdayaan sosial ekonomi pada LAZISMU Kabupaten Pamekasan telah berjalan efektif dan mampu meningkatkan kesejahteraan masyarakat melalui pendekatan pemberdayaan yang berkelanjutan.rnKata Kunci: Implementasi Kebijakan, Zakat, Infaq, Shadaqah, Pemberdayaan Sosial Ekonomi, LAZISMU

ABSTRACTrnThis study aims to analyze the implementation of zakat, infaq, and shadaqah (ZIS) management policies based on socio-economic empowerment services at the Muhammadiyah Zakat, Infaq, and Shadaqah Institution (LAZISMU) in Pamekasan Regency. This institution plays a strategic role an agent of social change through the management of Islamic philanthropic funds aimed at community empowerment and the sustainable improvement of the welfare of those entitled to receive the funds. The approach developed is not solely charitable but also oriented toward productive philanthropy through educational, social, economic, and da'wah programs.rnThis study employed a qualitative approach with descriptive methods. Data collection techniques included interviews, observation, and documentation. Primary data were obtained from informants consisting of administrators, supervisors, executive management, program partners, and beneficiaries. Secondary data were obtained from official documents and relevant literature. Informants were selected using a purposive sampling technique based on their direct involvement in ZIS management activities.rnThe results of the study indicate that the implementation of the ZIS management policy based on socio-economic empowerment services is carried out through the integration of Islamic philanthropic principles with community empowerment strategies through the pillars of education, da'wah, social, and economic development. The policy implementation model includes regulatory, advocacy, and collaborative models, implemented synergistically. The socio-economic empowerment assistance service is demonstrated through aspects of synergy, responsiveness, reliability, professionalism, integrity, intensity, and program accountability.rnThe success of the policy implementation is characterized by the program's suitability to the needs of the beneficiaries, accuracy of targeting, program diversity, benefits, and sustainability of the empowerment program. These programs encourage a shift from a consumptive assistance pattern to productive empowerment, thereby increasing the independence of the beneficiaries and potentially becoming muzakki (recipients of zakat).rnThe conclusion of this study indicates that the implementation of the ZIS management policy based on socio-economic empowerment services at LAZISMU Pamekasan Regency has been effective and has improved community welfare through a sustainable empowerment approach.rnKeywords: Policy Implementation, Zakat, Infaq, Shadaqah, Socio-Economic Empowerment, LAZISMU
