Penelitian ini bertuuan untuk menganalisis Eksistensi dan Implementasi kebijakan publik yang tertuang dalam Peraturan Presiden Nomor 116 Tahun 2025 tentang penyelenggaraan Sekolah Menengah Atas Unggul Garuda, SMA Unggul Garuda dalam sistem pendidikan nasional Indonesia, Permasalahan yang dikaji meliputi kesesuaian Peraturan Presiden Nomor 116 Tahun 2025 dengan Undang-Undang Nomor 116 Tahun 2003 tentang sistem pendidikan nasional serta implementasinya dalam penyelenggaraan pendidikan menengah atas, penelitian ini menggunakan metode penelitian normatif dengan pendekatan perundang undangan statute approch) dan pendekattan konseptual (conceptual approch) bahan hukum yang di gunakan terdiri atas bahan hukum primer dan sekunder berupa UUD NRI Tahun 1945, Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional, dan Peraturan Presiden Nomor 116 Tahun 2025, serta sekunder berupa buku, jurnal, dan litratur yang relevan. Hasill penelitian menunjukan bahwa secara yuridis Peraturan Presiden Nommor 116 Tahun 2025 memiliki kedudukan yang sah dalam herarki peraturan perundang undangan dan tidan bertentangan dengan Undang-Undang Sistem Pendidikan Nasional, Keberadaan SMA Unggul Garuda merupakan bentuk Implementasi kebijakan pemerintah dalam meningkatkan kualitas sumber daya manusia melalui pendidikan unggulan yang berfokus pada pengembangan sains dan teknologi, kepemimpinan, dan daya saing global, namun demikian terdapat tantangan yang perlu di perhatiakan seperti, potensi kesenjangan pendidikan, ketimpangan antara sekolah unggulan dan reguler, oleh karna itu pelaksanaan kebijakan ini sesuai prinsip keadilan, pemerataan dalam sistem pendidikan nasional. Peraturan Presiden Nomor 116 Tahun 2025 sejalan dengan tujuan Sistem Pendidikan Nasional dalam meningkatkan mutu sumber daya manusia, namun implementasinya menghadapi persoalan kewenangan kelembagaan yang memerlukan penguatan koordinasi untuk menjamin kepastian hukum, pemerataan, dan keadilan pendidikan.

The research results show that, legally, Presidential Regulation No. 116 of 2025 has a legitimate standing within the hierarchy of laws and regulations and does not conflict with the National Education System Law. The existence of Garuda Superior High School (SMA Unggul Garuda) is a form of government policy implementation to improve the quality of human resources through superior education that focuses on the development of science and technology, leadership, and global competitiveness. However, there are challenges that require attention, such the potential for educational disparities and disparities between superior and regular schools. Therefore, the implementation of this policy is in accordance with the principles of justice and equity in the national education system. Presidential Regulation Number 116 of 2025 is a legally valid educational policy that supports the improvement of human resource quality, with its implementation requiring coordination, equity, and fairness within the national education system.
