PARADOKS MONITORING CENTER FOR PREVENTION (MCP) KPK: ANALISIS TEORI INSTITUSIONAL ATAS CEREMONIAL COMPLIANCE DI KABUPATEN X
The Paradox of the Corruption Eradication Commissions Monitoring Center for Prevention (MCP): An Analysis of Institutional Theory of Ceremonial Compliance in District X

[ Anotasi Abstrak ]

Deskripsi Lain

Kabupaten X consistently records high MCP scores (89-93 during 2020-2024), yet corruption cases with final legal force, totaling about IDR 10.6 billion, still occurred in sectors the MCP is meant to monitor. This paradox suggests ceremonial compliance. This study aims to analyze MCP implementation in Kabupaten X through Institutional Theory, namely whether it tends toward ceremonial compliance substantive implementation, and to identify the factors behind the gap between administrative compliance and substantive prevention practice. It employs a qualitative approach with a single critical case study of the Regional Inspectorate and the Regional Revenue, Financial, and Asset Management Agency (BPPKAD), focusing on Budgeting, Regional Property Management, Regional Own-Source Revenue Optimization, and Strengthening of the Internal Government Oversight Apparatus (APIP). Data were collected through in-depth interviews with three purposively selected informants and document review, then analyzed using explanation building and pattern matching. The findings show that MCP implementation leans toward ceremonial compliance with variation across areas: Budgeting is hybrid, Regional Property Management and Revenue Optimization lean ceremonial in different ways, and APIP is difficult to categorize. Coercive, mimetic, and normative pressures operate simultaneously, so what diffuses across regions is the technique of fulfilling documents rather than the substance of governance. The degree of ceremoniality is determined by the width of the gap between reports and reality, shaped by the distance between required evidence and material conditions, whether the gap is unintentional deliberate, and weak verification independence. The root causes are the MCP's output-oriented design, the Inspectorate's dual role, and the difference between the MCP (external monitoring) and the Government Internal Control System (SPIP, internal control). Theoretically, the study proposes a layered legitimacy chain model that treats both conditions a spectrum. Practically, KPK should shift indicators from output to outcome and strengthen verification independence, while local governments should add substantive measures beyond the MCP score and strengthen the Inspectorate
