[ Anotasi Abstrak ]

Deskripsi Lain

The implementation of the Local Government Information System (SIPD) forms part of the digitalisation of local government administration, aimed at enhancing integration, consistency, transparency and control within the planning and budgeting processes. A number of previous studies on the SIPD have primarily examined the effectiveness of implementation, the quality of financial management, transparency, accountability and fraud prevention. This study adopts a different perspective. It aims to analyse the implementation of SIPD in the local financial management process, focusing on local government planning and budgeting, whilst identifying and analysing potential fraud vulnerabilities that have emerged following the implementation of SIPD. The study employs a qualitative approach using the case study method. Data were obtained through interviews, observations and documentation from parties involved in knowledgeable about the planning and budgeting processes and the implementation of SIPD. The analysis was conducted using the Fraud Triangle Theory—comprising opportunity, pressure and rationalisation with a primary focus on the element of opportunity.rnThe research findings indicate that the implementation of the SIPD in the planning and budgeting process has been comprehensive and has strengthened the integration between documents, data consistency, and administrative controls through validation mechanisms, access restrictions, stage locking, and activity documentation. However, the implementation of the SIPD has not entirely eliminated the potential for fraud. The research found indications of a shift in the focal point of fraud opportunities from potential administrative manipulation within the system towards the decision-making and agreement-forming processes prior to data entry finalisation within the SIPD. The processes of prioritisation, proposal drafting, setting budget ceilings, drawing up detailed expenditure budgets, discussion, negotiation, and reaching agreements do not all take place within the system. Consequently, the SIPD is more effective at controlling data and administrative processes once they are within the system, whilst the scope for discretion in pre-input off-system processes remains an area requiring attention in controlling potential fraud.rnPotential fraud vulnerabilities have been identified at the stages of the Musrenbang (Regional Development Planning Meeting), the drafting of the RKPD (Regional Work Plan and Budget), the DPRD’s Key Considerations (Pokir), proposals for grants and social assistance, the drafting of the KUA-PPAS (Budget Framework and Priorities), the drafting of the RKA-SKPD (SKPD Budget Allocation Plan), and the discussion of the draft APBD (Regional Budget). The element of ‘pressure’ relates primarily to political pressure, organisational interests, demands for budget absorption, and group interests, whilst ‘rationalisation’ is reflected in the justification of programme changes and budget adjustments part of the dynamics of APBD formulation.rnThese findings indicate that digitalisation through the SIPD should not only be understood strengthening administrative controls within the system, but must also be accompanied by strengthened governance in the decision-making process before data enters the system.rnTheoretically, this study broadens the understanding of the Fraud Triangle within the context of the digitalisation of local government financial management by demonstrating the potential for a shift in the location of fraud opportunities controls within the system are strengthened
