OPINI MASYARAKAT TERHADAP KEPEMIMPINAN BUPATI SAMPANG (H. NOER TJAHJA dan FANNAN HASYIB 2008-2013) (Study Deskriptif Opini Masyarakat Kec. Sreseh Terhadap Kepemimpinan Bupati Sampang) Penulisan skripsi ini dilatar belakangi oleh opini yang berkembang dimasyarakat terkait kepemimpinan Bupati Sampang, pembicaraan antar individu-individu tentang nilai positif maupun negatif kepemimpinan Bupati Sampang berkembang menjalar keseluruh lapisan masyarakat, serta gencarnya media massa mempublikasikannya secara detail tentang kebijakan-kebijakan, kontroversi pencopotan kepala desa, dan kurangnya sosialisasi serta aspiraasi masyarakat yang belum terealisasi. Maka pada penelitian ini, peneliti mencoba mengangkat suatu permasalahan yaitu terkait dengan “Opini Masyarakat Terhadap Kepemimpinan Bupati Sampang (Study Deskriptif Opini Masyarakat Kec. Sreseh Terhadap Kepemimpinan Bupati Sampang)”. Metode yang dipergunakan dalam penelitian ini adalah dengan menggunakan jenis penelitian kuantitatif yaitu penelitian yang tidak terlalu menitik beratkan pada kedalaman data, yang penting dapat merekam data sebanyak-banyaknya dari populasi yang luas. Walaupun populasi penelitian besar, tetapi dengan mudah dapat dianalisis baik melalui rumus-rumus statistik maupun computer. Penelitian survey merupakan suatu penelitian kuantitatif dengan menggunakan pertanyaan tersetruktur atau sistematis yang sama kepada banyak orang, untuk kemudian seluruh jawaban yang di peroleh peneliti, dicatat, diolah dan di analisis. Pertanyaan terstruktur atau sistematis tersebut di sebut kuesioner. Peneliti ini juga menggunakan Multistage Sampling dengan teknik Area Probality Sampling dalam pengambilan samplenya, dimana populasi sasarannya masyarakat kecamatan Sreseh dan punya KTP Sampang Sebanyak 21.893 orang dengan tingkat kesalahan 11.7% dan tingkat kepercayaan 99%. Dari hasil penelitian dan analisis data dengan jumlah responden 120 maka dapat disimpulkan bahwa masyarakat untuk kategori pernyataan mengenai pengetahuan atau pemahaman setelah dirata-rata dari semua jawaban responden dapat disimpulkan bahwa mayoritas responden dalam penelitian ini mengetahui secara umum tentang sosok Bupati Sampang. Sedangkan pada tingkatan sikap mayoritas responden memberikan penelaian atau sikap yang kurang baik terhadap kepemimpinan Bupati Sampang. Ini terlihat dari sosialisasi Bupati Sampang yang kurang memahami kondisi sosial budaya masyarakat Sreseh. Pada tingkatan perilaku responden mayoritas responden memberikan tanggapan atau opini yang kurang baik terhadap Bupati Sampang, hal ini terlihat dari aspirasi dan harapan masyarakat belum terealisasi sepenuhnya Kata kunci: Opini Masyarakat, Kepemimpinan Bupati Sampang.

Survey research is a quantitative study using structured questions or systematically the same to a lot of peoples, and then the entire answer investigators obtained, recorded, processed and analyzed. At the behavioral level respondents majority of respondents gave responses or unfavorable opinion of the Sampang Regent, it can be seen from the aspirations and expectations of society have not been fully realized.
