Tujuan penelitian ini adalah untuk mengetahui pengaruh Dana Alokasi Umum dan Pendapatan Asli Daerah terhadap belanja daerah, pertumbuhan ekonomi, pengangguran dan kemiskinan pada Kabupaten/Kota di Pulau Madura. Jenis data dalam penelitian ini adalah data sekunder dan menggunakan data time series dengan periode tahun 2002-2011. Populasi dalam penelitian ini adalah data Realisasi Penerimaan dan Pengeluaran Pemda Kabupaten/Kota di Pulau Madura, data Laju Pertumbuhan Ekonomi Kabupaten/Kota di Pulau Madura, serta data Tingkat Pengangguran dan Kemiskinan Kabupaten/Kota di Pulau Madura. Teknik analisis datanya menggunakan analisis statistik deskriptif, uji asumsi klasik, uji F(simultan), koefisien determinasi (R2) dan uji hipotesis. Pengujian hipotesis pertama dan kedua menggunakan analisis regresi linier sederhana, sedangkan hipotesis ketiga, keempat, kelima dan keenam menggunakan analisis regresi linier berganda. pengangguran dan kemiskinan pada Kabupaten/Kota di Pulau Madura. Hasil penelitian ini membuktikan bahwa DAU dan PAD berpengaruh terhadap belanja daerah. Dalam model prediksi belanja daerah, daya prediksi DAU lebih tinggi disbanding daya prediksi PAD. Hal ini menunjukkan bahwa telah terjadi flypaper effect pada keuangan daerah Kabupaten/Kota di Pulau Madura. Hasil penelitian ini juga membuktikan bahwa DAU berpengaruh terhadap pertumbuhan ekonomi daerah, akan tetapi PAD tidak berpengaruh terhadap peningkatan pertumbuhan ekonomi daerah Kabupaten/Kota di Pulau Madura. Penelitian ini juga membuktikan bahwa DAU dan PAD tidak berpengaruh terhadap penurunan tingkat pengangguran serta tingkat kemiskinan daerah Kabupaten/Kota di Pulau Madura

The purpose of this study was to determine the effect of the General Allocation Fund and Local Revenue to shopping areas, economic growth, unemployment and poverty at district/city on the island of Madura. The type of data in this study is secondary data and using time series data with the period 2002-2011. The population in this study is a data Local Government Revenues and Expenditures district/city on the island of Madura, Economic Growth Rate Data Regency/City in the island of Madura, as well as the data rate of Unemployment and Poverty district/city on the island of Madura. Data analysis techniques using descriptive statistical analysis, the classical assumption test, F test (simultaneous), the coefficient of determination (R2) and hypothesis testing. The first and second hypotheses testing using simple linear regression analysis, while the third hypothesis, fourth, fifth and sixth using multiple linear regression analysis. unemployment and poverty at district/city on the island of Madura. The results of this study prove that PAD affects the DAU and shopping areas. In the shopping area prediction models, predictive power DAU higher predictive power than the PAD. This shows that there has been a flypaper on the financial district/city on the island of Madura. The results of this experiment indicate that the DAU effect on regional economic growth, but revenue will not affect the economic growth of the Regency/City in the island of Madura. This study also proves that DAU and PAD has no effect on the reduction of unemployment and poverty levels of the district/city on the island of Madura.
