Penelitian ini bertujuan untuk mengetahui proses penerapan eprocurement dalam pengadaan barang dan jasa di Layanan Pengadaan Secara Elektronik Kabupaten Sumenep, khususnya pengadaan barang dan jasa pada Dinas Pekerjaan Umum Bina Marga Kabupaten Sumenep. Penelitian ini menggunakan pendekatan kualitatif deskriptif,. Hasil dari penelitian ini adalah e-procurement dalam pengadaan barang dan jasa pada Dinas Pekerjaan Umum Bina Marga Kabupaten Sumenep ini dapat dikatakan akuntabel dan pelaksanaannya sudah sesuai dengan Perpres yang berlaku Perpres No 54 Tahun 2010. Permasalahan yang dihadapi oleh panitia maupun penyedia yang mengikuti proses pengadaan secara elektronik ini, seperti kurangnya sosialisasi dan pelatihan terkait dengan sistem e-procurement serta perlunya peningkatan dalam hal aplikasi dan jaringan pada sistem pengadaan secara elektronik, dan juga berdampak kepada panitia/pejabat yang juga kekurangan personil.

This study aims to determine the process of the implementation of eprocurement in the procurement of goods and services in the Electronic Procurement Service Sumenep city, especially the procurement of goods and services at the Department of Public Works Highways Sumenep city. This study used a qualitative descriptive approach. Results from this research is e-procurement in the procurement of goods and services at the Department of Public Works Highways Sumenep can be said to be accountable and its implementation is in accordance with the applicable regulation is Perpres N0 54 2010 years. However there are some problems faced by the committee as well as providers who follow the electronic procurement process, such as a lack of socialization and training associated with the e-procurement system and the need for improvement in terms of applications and network on an electronic procurement system, and also have an impact on the committee / officials are also shortages of personnel.
