RINGKASAN Fenomena penyalahgunaan penarikan infaq pembangunan masjid terletak pada proses dari penarikan infaq tersebut. Sehingga fenomena dari proses dan bentuk penyalahgunaan penarikan infaq menjadi rumusan masalah pada penelitian penulis. Fokus penelitian penulis pada proses penarikan infaq pembangunan masjid khususnya masjid Al-Ihsan kec. Kamal-Bangkalan. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif, dengan pendekatan fenomenologi, serta dikuatkan dengan teori fenomenologi. Alasan penulis mengambil metode kualitatif yaitu untuk mengetahui bagaimana proses dan bentuk dari penyalahgunaan penarikan infak pembangunan masjid. Pengumpulan data dengan cara interview (wawancara secara langsung dan terbuka), serta observasi langsung di lapangan. Kec. Kamal memiliki wilayah yang menjadi transportasi penghubung antara Surabaya dengan Madura yaitu alat transportasi kapal di pelabuhan Kamal. Menjadi sesuatu yang sangat khusus karena para penarik infak pembangunan masjid Al-Ihsan tidak hanya melaksanakan kegiatan di jalan raya saja namun juga di pelabuhan Kamal Proses penarikan infaq pembangunan masjid di Kec.
