ANALISIS PERSIAPAN DAN EFEKTIVITAS PENGALIHAN PEMUNGUTAN PAJAK BUMI DAN BANGUNAN PERDESAAN DAN PERKOTAAN (PBB-P2) DI KABUPATEN BOJONEGORO ABSTRAK Penelitian ini bertujuan untuk menganalisis tahap persiapan, kendala, serta efektivitas pengalihan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2) di Kabupaten Bojonegoro. Dimulai dari konsultasi kepada Departemen Keuangan dan Departemen dalam Negeri, pengadaan infrastruktur, serta peningkatan Sumber Daya Manusia (SDM). Penelitian ini menggunakan metode deskriptif kualitatif dimana data diperoleh dari hasil wawancara dan juga data dari Dinas Pendapatan. Daerah Bojonegoro. Dari Dinas Pendapatan Daerah peneliti diarahkan untuk mewawancarai 3 orang mengenai pengalihan Pajak Bumi dan Bangunan Perdesaan dan perkotaan (PBB-P2) yaitu kepada bagian sistem informasi, bagian pendataan serta, Kepala bidang pendataan dan penetapan. Hasil penelitian ini menunjukkan bahwa tahapan yang dilakukan oleh Dinas pendapatan Daerah Kabupaten Bojonegoro sudah tergolong baik. Namun masih tetap ada beberapa kendala yang menghambat proses pengalihan, akan tetapi dapat diatasi dengan seiring berjalannya waktu. Dari segi keefektivannya sudah menunjukkan hasil yang baik dengan adanya peningkatan pemasukan dari tahun 2013 ke tahun 2014. ANALYSIS OF PREPARATION AND EFFECTIVENESS OF THE TRANSFER OF LAND AND BUILDING TAX RURAL AND URBAN (UN-P2) IN DISTRICT BOJONEGORO ABSTRACT This study aimed to analyze the preparation stage , constraints , as well as the effectiveness of the transfer of land and building tax Rural and Urban ( UN - P2 ) in Bojonegoro . Starting from consultation to the Ministry of Finance and the Ministry of Interior , the provision of infrastructure , as well as an increase in Human Resources ( HR ) . This study used a qualitative descriptive method in which the data obtained from interviews and also the data from the Bojonegoro . From the Department of Revenue directed investigators to interview three people regarding the transfer of land and building tax Rural and urban ( UN - P2 ) is the part of the information system , as well as the data collection part , Head of the field data collection and determination . The results of this study indicate that the steps being taken by the Office of the Regional income Bojonegoro already quite good . But still there are some obstacles that inhibit the transfer process , but can be overcome with the passage of time. In terms of its effectiveness has shown good results with an increase in revenue from 2013 to 2014 .
