Ra’as merupakan daerah kepulauan di kabupaten Sumenep.Sampai saat ini dipulau Ra’as masih belum ada usaha industri kecil atau skala rumah tangga, sehingga menyebabkan pemenuhan segala kebutuhan penduduk dipulau Ra’as masih didatangkan dari daerah luar pulau kecuali beberapa bahan pokok seperti jagung dan beras yang masih bisa diproduksi sendiri.Pulau Ra’as dari sektor pertanian memiliki potensi produksi jagung ketan yang melimpah yaitu pada tahun 2012 memproduksi 185.661,6 kw jagung. Jagung ketan dengan kandungan amilopektin tinggi hingga mencapai 100%menjadikan jenis jagung ini tidak bisa digunakan sebagai makanan pokok untuk dikonsumsi oleh masyarakat di pulau Ra’as. Maka dilakukan pengembangan hasil pertanian jagung ketan dengan pendirian usaha industri tortilla chips.Pendirian usaha industri tortilla chips dilakukan kelayakan usaha untuk menentukan layak tidaknya usaha inididirikan. Analisis kelakayakan dilakukan berdasarkan aspek pasar dan pemasaran, teknis dan teknologi, operasional, dan aspek finansial.Metode yang digunakanadalahmetode brown gibson untuk memiliki lokasi usaha dan pada aspek finansial menggunaka nmetode full costing untukmenentukanhargapokokproduki, NPV, IRR, Net B/C Ratio,PBP,BEP,dan Sensitivitas untuk menganalisis data menggunakan microsoft excel,.Hasil dari penelitian ini adalah diperoleh pemilihan lokasi usaha yang terbaik adalah desa Ketupat dengan nilai LPMi teringgi (0,396728594), desaKeropoh (0,352987068), dandesaBrakas (0,250284338).Hasil dari analisis finansialnya diperoleh nilai NPV sebesar Rp. 236.661.953,470, IRR sebesar 33%, Net B/C ratio sebesarRp. 2,67, dan Payback Period : 1,3 tahun. Ra'asisland in the agricultural sector has the abundant production of glutinous corn potential which in 2012 produced 185,661.6 kw corn. The results of this study was obtained by the selection of the best business location is the Ketupat village with LPMI ultimate value (0.396728594), the Keropoh village (0.352987068), and the Brakas village (0.250284338).
