Abstrak Latar belakang penelitian ini adalah semakin banyaknya sektor informal karena keterbatasan sektor formal membuat pemerintah berupaya untuk meningkatkan kesejahteraan masyarakat terutama PKL dengan program penataan sarana usaha PKL yang diikuti oleh KUD ”Ponggok Baru”. Penelitian ini menekankan pada 3 aspek, yaitu program, pelaksana program, dan penerima program yang disesuaikan dengan teori perencanaan dan keberhasilan program. Tujuan dari penelitian ini adalah untuk menganalisis keberhasilan program penataan sarana usaha PKL oleh KUD “Ponggok Baru” dimana jumlah peserta program yang tidak aktif lebih banyak dari pada yang aktif. Dengan menggunakan pendekatan penelitian kualitatif, peneliti memilih informan awal dengan teknik purposive sampling dan menggunakan teknik snowball sampling untuk informan selanjutnya. Hasil penelitian ini menunjukkan belum tercapainya tujuan dari program tersebut karena pelaksanaan program tidak sesuai dengan pedoman teknis. Peran dari pelaksana program tidak sesuai dengan tugasnya karena prosedur penerimaan KUD “Ponggok Baru” sebagai penerima program tidak sesuai mekanisme. Penerima program merupakan anggota koperasi yang baru masuk karena tergiur dengan fasilitas program. Fasilitas yang diterima PKL tidak sesuai dengan ketentuan Kementerian Koperasi dan UMKM maupun ketentuan KUD. Ketika para PKL masih mendapatkan keuntungan maka PKL akan terus aktif, namun ketika mereka merugi PKL akan berhenti berjualan. Untuk meminimalkan kegagalan program pemerintah, maka perlu adanya perencanaan yang matang serta melaksanakannya sesuai ketentuan. Memberikan sosialisasi dan pelatihan kepada pelaksana program serta pendampingan dan pelatihan wirausaha bagi para PKL agar bisa bertahan dalam kondisi sulit. Abstract The background of this research is the great quantities of informal sector and the limitation of formal sector makes the government strive to increase the people prosperity especially PKL with the program of the effort means structuring of street vendors which is followed by KUD “Ponggok Baru”. This research emphasizes to 3 aspect those are program, the realization program which is agreed with the planning theory and the success of program. The purpose of this research is to analyzes the success of program the effort means structuring of street vendors by KUD “Ponggok Baru” where is the total of participant in the program which is not active is most than active. with using qualitative research approach, the researcher choose the first informant purposive sampling technique and using Snowball Sampling technique to the next informant. The result of this research show that is not achieved yet the purpose of the program from program organizer does not agree with technical orientation. The duty of program organizer is not agreed with its duty because of acceptance procedur of KUD “Ponggok Baru” as program receiver is not agree with machanism. Program receiver is a cooperative member who is recently enter because aroused with the program facilities. The facilities that are receive by street vendors is not agree with the ministry of a cooperative certanty and UMKM as well as certainty of KUD. When the street vendors gets profit then street vendors will keep on active. Moreover when they suffer losses PKL will stop selling. To minimization the failure of government program, so it is needed to ripe planning and implementing with apropriate certainty. Giving sosialiszation and coaching to the program organizer, accompanying and entrepreneurship coaching to PKL in order to can hold out in difficult condition.
