[ Anotasi Abstrak ]

Deskripsi Lain

This abstract summarizes the thesis by Nur Imamatul Choir, S.A. entitled “Implementation of the E-BMD Application in Regional Property Inventory: Post-Implementation Impact and the Effectiveness of Fraud Prevention (A Case Study in the Sampang Regency Local Government)”, supervised by Prof. Dr. Tarjo, S.E., M.Si., CFE First Supervisor and Dr. Rahmat Zuhdi, S.E., M.SA., QIA., CPA Second Supervisor. Regional Property (BMD) management long relied on manual recording, which is prone to errors and fraud. The research problems are what issues emerge after E-BMD implementation, what forms of fraud are found and how E-BMD addresses them, how effective it is in preventing fraud, and what factors support inhibit it.rnThe study aims to identify post-implementation problems, map the levels and forms of fraud and how the system resolves them, measure E-BMD's effectiveness in reducing fraud potential based on user perceptions, and identify supporting and inhibiting factors.rnThe study employs a sequential exploratory mixed methods approach under a pragmatism paradigm. The qualitative phase used in-depth interviews with seven purposively selected informants, observation, and documentation, analyzed through Fraud Triangle Theory. The quantitative phase distributed a five-point Likert questionnaire to 69 active E-BMD users through total sampling, analyzed with PLS-SEM using SmartPLS.rnE-BMD exposed previously hidden problems: errors in asset useful life, ghost assets, double recording, suspected markups, and incomplete ownership documents. Before E-BMD, pressure, opportunity, and rationalization were present simultaneously, with opportunity being the most dominant. E-BMD closes opportunity mainly through mandatory handover reports (BAST), digital audit trails, role-based access, and standardized asset codes. Fraud prevention effectiveness is in the high category (mean 3.84). Supporting factors significantly and positively affect reduced fraud opportunity (path coefficient 0.588) and prevention effectiveness (0.596). The effect is fully mediated: reduced opportunity is followed by reduced pressure, then rationalization. Main supporters are leadership commitment, regulatory pressure, and BPPKAD technical support; main inhibitors are limited internet access, uneven digital competence, and resistance to change.rnTheoretically, the study strengthens institutional theory through the decoupling-recoupling cycle and confirms the Fraud Triangle a measurable construct, with opportunity the key point for technological intervention. Practically, local governments need to follow up on asset corrections, while the Ministry of Home Affairs and the Corruption Eradication Commission (KPK) should pair mandatory E-BMD use with sustained technical assistance. Other regions should prepare human resources and infrastructure in parallel with regulatory obligations.rnrnKeywords: E-BMD, regional property, fraud prevention, Fraud Triangle, mixed methods, PLS-SEM
