Penelitian ini bertujuan untuk mengetahui mekanisme penetapan harga air HIPAM (Himpunan Pemakai Air Minum) dan implikasinya demi keberlangsungan organisasi HIPAM. Yang dilakukan melalui dua pendekatan yaitu pendekatan dari sisi permintaan (Willingness To Pay) sebelum HIPAM tersedia dan dari sisi penawaran (Break Event Point) guna merumuskan strategi yang tepat dalam menetapkan harga air yang dikelola oleh kelompok HIPAM Desa Bandang Dajah Kecamatan Tanjung Bumi Kabupaten Bangkalan. Survey ini dilakukan dengan menggunakan metode (observasi) langsung, serta melakukan wawancara dengan seluruh unsur pemangku kepentingan yang berkaitan dengan keberadaan HIPAM, yang didasarkan pada pimpinan pengelola HIPAM. Metode analisis yang digunakan adalah analisis pendekatan berdasarkan sisi permintaan (willingness to pay) dan pendekatan berdasarkan sisi penawaran dengan menggunakan alat analisis Break Event Point. Hasil penelitian ini menunjukkan bahwa harga air dari sisi permintaan sebesar Rp 16.364. harga air dari sisi penawaran(BEP) sebesar Rp 1.653. sedangkan harga air yang berlaku sebesar Rp 3.500. apabila dikomparasikan harga air dari sisi permintaan (WTP) dengan harga yang berlaku maka masih sangat jauh dibawah dan apabila harga yang berlaku dikomparasikan dengan harga air dari sisi penawaran (BEP) maka harga tersebut sudah diatas. Artinya bahwa harga yang berlaku di HIPAM BAROKAH sudah cukup untuk menjamin kelangsungan bagi HIPAM.

This study aims to determine the pricing mechanism HIPAM water (Water User Association) and its implications for the sustainability of the organization HIPAM. Which is done through two approaches, the approach from the demand side (willingness to pay) before HIPAM available and the supply side (Break Event Point) in order to formulate the right strategy in setting the price of water which is managed by a group of village HIPAM Bandang Dajah District of Cape Earth Bangkalan. The analytical method used is analytical approach based on the demand side (willingness to pay) and the approach is based on the supply side by using an analysis tool Break Event Point. The results showed that the price of water from the demand side Rp 16 364. the price of water from the supply side (BEP) to Rp 1,653. whereas the prevailing water price of Rp 3,500. dikomparasikan if water prices from the demand side (WTP) at the current price is still far below the current price and if the price dikomparasikan with water from the supply side (BEP), the price is already above. It means that the prevailing price in HIPAM BAROKAH was enough to ensure continuity for HIPAM.
