ABSTRAK Penelitian ini dilatar belakangi kegiatan pengelolaan hutan Perum Perhutani tidak mengikuti aturan hukum tentang partisipasi masyarakat sekitar hutan sehingga masyarakat resistant (kehilangan kepercayaan) terhadap keberadaan Perum Perhutani di desa Patengteng. Permasalahan yang dikaji penulis adalah Bagaimana implementasi aturan hukum tentang peran serta masyarakat dalam upaya pengelolaan dan pemanfaatan sumber daya hutan dalam Undang-undang Nomor 18 Tahun 2013 tentang Pencegahan dan Pemberantasan Perusakan Hutan. Metode yang digunakan dalam penulisian penelitian skripsi ini adalah jenis penelitian hukum empiris, yaitu penelitian yang berupa studi-studi empiris untuk menemukan teori-teori mengenai proses terjadinya dan mengenai proses bekerjanya hukum di dalam masyarakat. Hasil penelitian ini menunjukkan, bahwa masyarakat berkonflik dengan perum perhutani, yang mana hutan di daerah patengteng tersebut diklaim milik masyarakat sehingga perhutani tidak mempunyai kewenangan atau tidak berhak melakukan pengelolaan hutan, sehingga dalam pengelolaan hutan perum perhutani tidak melibatkan partisipasi masyarakat, akan tetapi Perum Perhutani ingin menerapkan program PHBM yaitu pengelolaan hutan bersama masyarakat, perum perhutani ingin masyarakat turut berpartisipasi dalam pengelolaan hutan, namun masyarakat sudah resistant terhadap perum perhutani yang dianggap telah mengambil hutan milik masyarakat.
