ABSTRAK Tujuan penelitian ini adalah untuk mengetahui tingkat implementasi Anggaran Pendapatan dan Belanja Desa (APBDes) Desa Doplang Kecamatan Jati Kabupaten Blora berdasarkan aspek komunikasi, sumberdaya, disposisi, struktur birokrasi, lingkungan dan standar serta sasaran. Penelitian ini menggunakan pendekatan kualitatif diskriptif. Objek penelitian adalah Pemerintah Desa Doplang, Badan Permusyawaratan Desa (BPD), dan Tokoh Masyarakat Desa Doplang Kecamatan Jati. Pemilihan informan menggunakan teknik purposif. Hasil penelitian memperlihatkan bahwa implementasi APBDes belum berjalan dengan semestinya dan belum sepenuhnya mengikuti aturan dalam perundang-undangan karena belum efektif. Komunikasi belum berjalan efektif karena belum adanya sikap transparan penggunaan anggaran dari pemerintah desa kepada masyarakat desa. Sumberdaya yang dimiliki oleh pemerintah desa yang belum efektif karena masih banyak perangkat desa yang pendidikannya dibawah batas minimal karena banyak perangkat desa yang berpendidikan dibawah sekolah menengah atas. Disposisi yang belum optimal karena penilaian masyarakat yang masih kurang terhadap kinerja pemerintah desa. Struktur birokrasi yang terbentuk belum efektif karena tugas dan fungsinya belum berjalan dan hanya ditanganni oleh kepala desa. Lingkungan juga belum efektif hal ini karena terdapat lembaga masyarakat dan BPD yang tidak difungsikan seperti dalam proses perencanaan desa tidak dilibatkan dalam perencanaan pembangunan desa, dan yang sudah efektif dan efisien hanya standar serta sasaran karena semua kebijakan dalam APBDes sudah disesuiakan dengan peraturan yang ada serta perencanaan pembangunan sudah berjalan dan sudah terdapat ketepatan sasaran dalam pembangunan. Hal ini karena pembangunan desa berdasarkan atas masukan dari masyarakat desa. Kata kunci: Implementasi kebijakan, APBDes dan pembangunan desa.

ABSTRACT The purpose of this study is to determine the level of the implementation APBDesa in Doplang village, Jati sub-district, Blora district. Implementation of ABPDesa in Doplang village can be seen by several aspects, such as: communication, resources, disposition, bureaucratic structure, environment standart and targets. This study used a qualitative descriptive. Subject in this study is Doplang village goverment, Badan Permusyawaratan Desa (BPD), and community leaders Doplang village. Based on the result of the study, showed that the implementation of budget revenue and expenditure village not running properly and has not completely followed the rules of law. According the result of this study, states that there are shortcomings such as: from communication has not been effective because of the lack of transparency the use of the budget of the village government, the resources have not been effective because many of the village are well-educated than the minimum limit, disposition that is not optimal for public review are still less on the performance of village government, the bureaucratic structure that is formed is not effective because of their duties and functions not run and only held by one hand, an environment that has not been effective this is because there are public institutions and BPD is not enabled, and that has been effective and efficient only standard as well as the target for all policies in APBDes already adjusted to the existing regulations as well as development planning already underway and there are already targeting accuracy in development.
